The 2024 GC has created sweeping changes to the SCNA CBL document for membership review.

The process will be as follows: membership needs to review every change on this document which is noted in a different color. Membership needs to have full understanding of each change, how it effects them as a member and the SCNA as an organization. The legality of each change should also be noted as it pertains to Louisiana and non-profit law.

Open discussion and debate is encouraged as to each change on the paid members group. After discussion, the CBL committee will return to discuss membership comments and adjust new edits if needed accordingly. An updated copy will be posted to the paid dues page for an additional 30 days for added discussion. This process will continue until membership is in a general agreement with the changes overall. A vote will then take place on each change individually as long as these processes all come to completion prior to January 1 2025.

25 ARTICLE IX AMENDMENTS TO BE APPROVED BY THE SCNA MEMBERSHIP

Section 1. Special Voting, to be held at any time: 1.1. The Council may issue a call for Special Voting by the SCNA membership at any time, or a Special Meeting as approved by the SCNA Council. For example, Special Voting could cover proposed amendments to the Constitution and By-Laws and/or the Serama Standard for the breed, etc.

1.2. Once approved by the Council the proposed amendments shall be posted on the SCNA secure Internet website by the Council Clerk for a period of thirty (30) days for questions, discussion and comments.

1.3 Special Voting shall be conducted via the SCNA secure electronic voting via Internet website. The notice shall specify a date not less than thirty (30) days after the date of emailed ballots for there return to the Council Clerk who shall forward to Elections Committee.

1.4. The Elections Committee, shall verify all ballots that have been returned within the specified time limit of no more than 7 days. The chair shall forward a report in writing signed by all of its members of the results of the Special Voting to the Council Clerk for the Council records and Webmaster record keeping.

1.5. The favorable votes of the membership in good standing in the majority number,  (51%) as dictated by the Constitution and By-Laws shall be required for the amendment to take effect voted via the SCNA secure websites electronic voting.

1.6. The Council Clerk shall be responsible for updating the corresponding records and posting the new versions on the SCNA secure Internet website.
