Proposed Update Explanation for Article 6

This section of the bylaws refers to district representatives and state councils that are no longer active.
These positions haven’t been filled or used for several years, and the structure is no longer sustainable due to limited participation.
The only remaining state council is the Pelican State Serama Association, which continues under a grandfathered status because of its long‑standing history.
Updating this wording will help align our bylaws with how SCNA currently operates.

ARTICLE VI 

STRUCTURE 

GEOGRAPHICAL STRUCTURE OF SCNA DISTRICTS, COUNCILS 

REPRESENTATIVES, STATE (OR PROVINCIAL) REPRESENTATIVES

 

Section 1. The Council shall determine the distribution of States (or Provinces) into Districts and the number of SCNA Districts, and Councils it shall support from time to time and as further outlined in the By-Laws.

Section 2. SCNA members residing within the confines of a particular SCNA District shall elect their own Council Representative. The District Representatives shall appoint individual State (Provincial) Representatives within their District.

Section 3. Should a State’s number of SCNA members warrant it, they shall be permitted to request the Council to become State Council in and of itself. As such, they shall create their own Constitution and By-Laws in the fashion of the SCNA documents to be reviewed and approved by the Council.

Section 4. As a group, each District, and Council shall consider the placement of State (Provincial) Meets and assist their District Representative at Meets across the States (or Provinces) that they represent.

Section 5. Each District Representative shall become a member of the SCNA State Councils within their District , and shall not be required to pay dues or membership fees to these Councils.

Section 6. Procedural guidelines for the function and operation of the SCNA Districts, and Councils shall be established and outlined by the By-Laws.

ARTICLE VI

STRUCTURE

GEOGRAPHICAL STRUCTURE OF SCNA DISTRICTS AND REPRESENTATION

Section 1. The Governing Council shall determine the geographical distribution of SCNA Districts and the number of Districts it shall support from time to time, as further outlined in the By-Laws.

Section 2. The SCNA District Chair shall appoint District Representatives, who shall serve under the direction of the District Chair and oversee State Representatives within their assigned areas.

Section 3. State Representatives shall serve under the direction of their assigned District
Representative and shall assist in supporting members and SCNA activities within their respective States.

Section 4. Procedural guidelines for the function and operation of SCNA Districts, District Chairs, District Representatives, and State Representatives shall be established and outlined in the By-Laws.
